Try Oracle VirtualBox version 6.1.40 the older version. In my home lab the newest version of VirtualBox 7.0.4 did not work due to the error: hv_vm_create() failed: 0xfae94001 (VERR_NEM_INIT_FAILED)
In the older version this was not an issue.
